Water and Sewer Rates  

WATER/SEWER SERVICE (City Code Chapter 26)

Water and/or Sewer Service (new)

To sign up for new water/sewer service, visit the Water Billing Office at 309 N 5th Street or call (402) 844-2018. Customers who are renting a property must sign up in person and not over the phone. There is a $30 fee for new service. The City does not currently accept credit or debit cards in person at the Water Billing Office.

City staff will complete a New Service Information form based off of information provided by the customer requesting new service. This information includes but is not limited to: customer name, service address, mailing address, phone number, and property owner name. Customers who sign up in person at the Water Billing Office will receive a copy of the completed New Service Information form.

Customers will also be asked if they wish to participate in third party notifications. If they choose to sign up for this service, the Water Billing Office will send notification to the third party when the customer receives a disconnect notice.

Questions, Inquires, Complaints

Customers with questions, inquires, or complaints may contact the Water Billing Office between the hours of 8:00am and 4:30pm Monday through Friday at the City Offices, 309 N 5th Street or (402) 844-2018.

If customers have a dispute over a utility bill or the proposed discontinuance of service, they may file a written request with the Water Billing Clerk prior to any disconnect date, stating the area of dispute and the relief requested. The Water Billing Office will schedule a conference with the Utility Billing Supervisor within fourteen (14) calendar days and notify the customer in writing of the time and place it will be held.

Appeal Process

If a customer wishes to appeal the decision of the Utility Billing Supervisor of the proposed discontinuance of water, the customer may contact the City Administrator within seven (7) calendar days at the City Offices, 309 N 5th Street or (402) 844-2010. The City Administratorís Office shall schedule a conference within fourteen (14) calendar days and notify the customer in writing of the time and place it will be held. The City Administrator may, based solely on the evidence presented at the conference, affirm, reverse, or modify any decision of the Utility Billing Supervisor.

Water and/or Sewer Service (reconnection)

If a customer fails to pay for water/sewer service and gets disconnected, there is a reconnect fee of $30.00 that must be paid prior to reconnection. After regular business hours, the fee is $45.00. Water payment agreements are available for those unable to pay the water/sewer bill on time. However, complete payment must be made prior to the next billing.

Bi-monthly Utility Bill

Water Fees. Residential meters are read every two months. Meters north of Norfolk Avenue are billed during even-numbered months. Meters south of Norfolk Avenue are billed during odd-numbered months.  Meter readings for normal billing purposes are taken off the outside remote meter. When a difference occurs between the inside and remote meter, the inside meter reading shall determine your water consumption. City of Norfolk meters register usage in cubic feet (cu. ft.)  One cubic foot is equal to 7.48 gallons.

The following rate table shall be used to determine fees for water consumption starting October 1, 2009.  Example: If you are inside the city limits, have a 1" meter and used 7,000 cubic feet, your bill would be 14.50 for the first 660 cu. ft., plus 1.29 per 100 cu. ft for the next 6000 cu. ft or $77.40, plus 1.03 per 100 cu. ft for the remaining 340 cu. ft or 3.50.  Your water fees would be 14.50 + 77.40 + 3.50 which equals 95.40.

Sewer Fees. Industrial and Commercial Sewer usage is based on the water usage for the same billing period.  Residential sewer use is based on the water usage during the winter months. For those contributors who discharge wastewater of strength greater than normal domestic sewage, an additional surcharge will be collected.

The following rate table shall be used to determine fees for sewer usage starting October 1, 2012.  Example: If you are a residential customer with a winter usage of 2500 cubic feet your bill would be 22.11 for the first 400 cu. ft. plus 1.58 per 100 cu. ft for the remaining 2100 cu. ft or 33.18.  Your sewer fees would be 22.11 + 33.18 which equals 55.29.
