Comprehensive Plan

Norfolk Comprehensive Plan Project Update

The City Council will conduct a public hearing on Monday, February 6, 2017 at 5:30 pm in the City Council Chambers as part of its review and consideration of the proposed comprehensive plan.

Final Draft of the 2017 Comprehensive Plan

The Norfolk Planning Commission will conduct a public hearing on Wednesday, January 18, 2017 at 7:30 am in the City Council Chambers as part of its review and consideration of the proposed comprehensive plan.  Those attending the meeting will have the opportunity to make comments to the planning commission members regarding the plan. The plan is then submitted with a recommendation from the planning commission to the Norfolk City Council for approval and adoption.

About 50 people attended an open house to review the future land use plan and draft report for the City of Norfolk was held November 17, 2016. Here are the documents available for review:

A Comprehensive Plan Town Hall meeting was held at the City of Norfolk Administration Building Council Chambers on August 24, 2016. A video of a portion of that meeting is at www.facebook.com/norfolkne.

On May 24 and 25, 2016 a series of stakeholder interviews, focus group meetings and a public workshop were held in Norfolk. Over 100 citizens volunteered their time to provide input and guidance related to current conditions, future desires, and future growth and development.

Significant time was spent working with the project staff and consultant team discussing topics such as: Community Vision; Economic Development / Commerce / Downtown; Infrastructure / Government; Health / Recreation Opportunities / Culture / Entertainment; and, Neighborhood Development / Housing.

Since those meetings the project consultants have been working on the development of the existing conditions report.  This report establishes the foundation for understanding the history of Norfolk and current context of the community by looking at demographic trends, physical features, and community facilities and services. In addition to this factual report citizen input has been utilized to identify community issues, assets and desires.

Additionally, the consultant team has been working to develop a draft vision and supporting goal statements based on the conversations conducted in May. These draft reports were presented to the project steering committee on July 8th for review and comment.

Three ways the public has contributed:

1. Participated in a Focus Group

The focus groups for this project were formulated around several key topic areas: Community Health / Recreation / Culture; Community Vision; Economic Development / Commerce / Downtown; Infrastructure / Government; and Neighborhood Development / Housing.

The purpose of these Focus Groups was to explore in greater detail the issues, visions, and goals related to each of the five topic areas. Each of the groups met May 24 and 25, 2016 for approximately 90 minutes for round table discussions. 

It is possible that the Focus Groups may be asked to reconvene one more times later in the project as draft elements of the plan are produced. These additional meetings would allow the group to evaluate select parts of the plan and provide feedback. Contact City of Norfolk Planner Val Grimes at vgrimes@ci.norfolk.ne.us for more information.

2.  Go to MySidewalk - an online discussion group

Post some of your thoughts about Norfolk's future on our online discussion group. Go to norfolk.mysidewalk.com and respond to some of the questions on the site and see what others have posted

3. Attend the Town Hall Meetings

An open house will be held at the City Council Chambers on November 17, 2016 from 5:00 pm to 7:00 pm. The public is invited to attend.
