The Norfolk Housing Agency's (N.H.A.) purchasing policy calls for fair and equitable treatment of all persons or firms involved in purchasing by N.H.A. and assurance that supplies, services, and construction are procured efficiently, effectively, and at the most favorable prices available to N.H.A.  We promote competition in contracting and provide safeguards for maintaining a procurement system of quality and integrity.

As a member of the National Association of Housing and Redevelopment Officials (NAHRO), the Norfolk Housing Agency posts RFQ's and RFP's online through NAHRO's e-Procurement System at https://nahro.economicengine.com This system helps streamline purchasing between Housing Authorities and suppliers, reducing administrative and direct purchasing costs.
