Sewer use fees are established by City ordinance. The current
minimum bi-monthly fee is $18.87, which includes the first 400 cubic
feet of metered water. $1.42 is charged for every 100 cubic
feet above that first 400. Two-month residential bills are currently
averaging about $28.60.
Sewer use fees are based on the same calculation for all
customers. Billing is based on volume and strength of the
wastewater. Residential wastewater volume is determined from City
water meter readings taken during the winter months. This period
allows us to calculate a bill that omits the summer watering
activities that would not enter the sewer. Industrial customer
volume is calculated from City water meter readings, private well
pump readings if appropriate, and sewer discharge meter readings.
Industries often pay additional fees for high strength wastes.
Sewer use revenue is budgeted for WPC plant maintenance and
operation, and for maintenance of the sewer collection system
throughout Norfolk. The collection and treatment system is
self-supporting, and tax revenues are not part of our revenue.
